Domestic abuse referrals

Children’s social care team managers must use this threshold guide for decision making about all domestic abuse referrals. All domestic abuse referrals on open cases must be recorded as referrals on PARIS for consistency of reporting.

High risk cases may be considered for referral to a MARAC (Multi- Agency Risk Assessment Conference for high risk victims of domestic violence) These meetings, chaired by the police, are held twice a month. Decisions about referring to the MARAC should be made by the team manager.

Very high risk means that a victim (including children) is highly likely to suffer serious assault or death by perpetrator unless action is taken. High risk means that the victim (including children) is likely to suffer a repeat assault and that the potential event could happen at any time and there is a strong possibility that the impact will be serious.
