Policy
F/1 A Child Protection Initial Conference should be convened if, having completed s47 enquiries, it is concluded that a child may continue to suffer, or be at risk of, significant harm
F/2 The decision to convene a Child Protection Conference should always be confirmed via a Strategy Discussion following s.47 enquiries, after which the conference should be convened within fifteen working days. (DoH 1999 Working Together to Safeguard Children Para 5.6)
F/3 The social worker's report to theconference, Child Protection Initial Conference Part One should be completed with sufficient time prior to the conference, to allow it to be shared with the parent(s), in order to add their views and comments, in so far as this is consistent with the safety of the child.
ProcedureF/4 The social worker with lead responsibility for undertaking the s47 enquiries makes the arrangements to convene a Child Protection Initial Conference within fifteen days of the Strategy Discussion decision.
F/5 The social worker notifies the conference notetaker when a list of invitees is ready, giving sufficient time for invitations to go out.
F/6 The social worker with lead responsibility for undertaking the s47 enquiries completes Part One of the Child ProtectionInitial Conference Report.
F/7 The social worker records a Chronology of the significant events and changes in the child's life.
F/8 The social worker considers a draft Partnership Agreement and attach a copy of it to Part One.
F/9 The social worker discusses with a team manager (or senior practitioner where so delegated,) prior to discussion with others, any recommendations included in the
- Partnership Agreement
- the Child Protection Initial Conference Part One
- the Outline Child Protection Plan
F/10 The social worker seeks and records the child's (where of appropriate age) and the parent's comments about the Chronology, assessment and analysis and where appropriate the social worker may make amendments in the light of the comments received.
F/11 The social worker notifies the team manager of the completed Part One.
F/12 The team manager approves Part One , signs and dates a paper copy. This completes the Child Protection Initial Conference Report Part One.
F/13 The social worker notifies the conference chair and notetaker, as soon as the completed Part One is available on PARIS.
F/14 The social worker must contact the conference chair, if Part One has not been completed, two working days before the conference, to agree a timetable for completion.
F/15 The social worker provides an opportunity for the parent to read Part One at least the day before the conference; or to have it read to them in their first language, if it has been significantly amended since their comments were last sought.
F/16 The social worker arranges to provide a sufficient number of copies of Part One for the conference attendees to consult at least fifteen minutes before the conference.
GuidanceF/17 The social worker should record information gathered from
- the child, who should be seen alone, where age appropriate;
- the parents;
- other relevant and involved family members; and
- agencies and professionals involved with the child where relevant to a child's welfare and development.
F/18 The social worker should consider whether the interviews with parents and family members should be conducted separately.
F/19 The social worker should use their professional judgement to decide when it is relevant to record significant events and changes regarding the parents and family members in relation to safeguarding the welfare and development of the child.
F/20 The social worker records their assessment of:
- the child's developmental needs; the parent's capacity to meet those needs
- parental attributes and their impact on parental capacity (to protect the child) and
- family and environmental factors which may impact on the child and parenting capacity.
F/21 The social worker should record the expressed views, wishes and feelings, about the child's present circumstances and situation of
- the child;
- the parent or main carers; and
- significant family members.
F/22 The social worker records their analysis of the implications of the information obtained for the child’s current and future safety, health and development. Issues of risk and safety must be given paramount importance.
F/23 The social worker's analysis should be linked to the evidence and information in the previous sections and include their recommendations to the Initial Child Protection Conference regarding registration on the Child Protection Register or the need for the child to be subject to a Child Protection Plan.
F/24 The conference chair arranges return of Child Protection Initial Conference Report Part One to the social worker at the conference end unless giving permission otherwise.
